Unless God authors the plan, it is sin. Men often try to do something that seems religious to them and they set up religious requirements for the congregations and often those rules cause the congregation to sin.
Paul explains this in the following: Now the Spirit speaketh expressly, that in the latter times some shall depart from the faith, giving heed to seducing spirits, and doctrines of devils ... Forbidding to marry, and commanding to abstain from meats, which God hath created to be received with thanksgiving of them which believe and know the truth. ( I Tim. 4:1;3)
Therefore "idols" are set up in their churches for people to worship by doing these things not commanded by God.

By forbidding their "priests" to marry, the Catholic's set up a haven for homosexuals and child abusers.
In the Holy Bible, the apostle Paul said a minister has a right to marry:
I Corinthians 9:5 Have we not power to lead about a sister, a wife, as well as other apostles, and as the brethren of the Lord, and Cephas (Peter)?
The apostle Peter was married. In Bible we read about Jesus healing Peter's mother-in-law.
Matthew 8:14 And when Jesus was come into Peter's house, he saw his wife's mother laid, and sick of a fever. And HE touched her hand, and the fever left her: and she arose, and ministered unto them.
Peter also had multiple children for Peter was an elder and one requirement for elder was to have believing children:
Titus 1
6 If any be blameless, the husband of one wife, having faithful children not accused of riot or unruly.
7 For a bishop must be blameless, as the steward of God; not selfwilled, not soon angry, not given to wine, no striker, not given to filthy lucre;
8 But a lover of hospitality, a lover of good men, sober, just, holy, temperate;
9 Holding fast the faithful word as he hath been taught, that he may be able by sound doctrine both to exhort and to convince the gainsayers.
(elder & bishop are same thing and in Bible these words are used interchangably)

I Timothy 4
2 Speaking lies in hypocrisy; having their conscience seared with a hot iron;
3 Forbidding to marry, and commanding to abstain from meats, which God hath created to be received with thanksgiving of them which believe and know the truth.
4 For every creature of God is good, and nothing to be refused, if it be received with thanksgiving:
5 For it is sanctified by the word of God and prayer.

David tries to move the ark of God:
I Chronicles 13
David said:
3 And let us bring again the ark of our God to us: for we enquired not at it in the days of Saul.
4 And all the congregation said that they would do so: for the thing was right in the eyes of all the people.
But they tried to move the ark by placing it on a cart ... and the oxen slipped and one man reached up to steady the ark and God struck that man dead.
Why? Because the way God had shown Moses to move the ark was to carry that ark by Levites who were appointed to move the ark.
Rules are important to God.
8 And David and all Israel played before God with all their might, and with singing, and with harps, and with psalteries, and with timbrels, and with cymbals, and with trumpets.
9 And when they came unto the threshingfloor of Chidon, Uzza put forth his hand to hold the ark; for the oxen stumbled.
10 And the anger of the Lord was kindled against Uzza, and HE (God) smote him, because he put his hand to the ark: and there he died before God.
11 And David was displeased, because the Lord had made a breach upon Uzza: wherefore that place is called Perezuzza to this day.
(Later David set his goal again to move the ark, but this time David did it correctly in the sight of God.)
I Chronicles 15
2 Then David said, None ought to carry the ark of God but the Levites: for them hath the Lord chosen to carry the ark of God, and to minister unto HIM for ever.
3 And David gathered all Israel together to Jerusalem, to bring up the ark of the Lord unto his place, which he had prepared for it.
4 And David assembled the children of Aaron, and the Levites:
12 And said unto them, Ye are the chief of the fathers of the Levites: sanctify yourselves, both ye and your brethren, that ye may bring up the ark of the Lord God of Israel unto the place that I have prepared for it.
13 For because ye did it not at the first, the Lord our God made a breach upon us, for that we sought him not after the due order.
14 So the priests and the Levites sanctified themselves to bring up the ark of the Lord God of Israel.
15 And the children of the Levites bare the ark of God upon their shoulders with the staves thereon, as Moses commanded according to the word of the Lord.
This time, there was no problem moving the ark because they moved the ark according to the word of the Lord.
You cannot set up the church in any way other than that which is commanded in the New Testament Bible. If you do so, you set up "idols" in the church and cause the people to worship idols for to obey any thing not commanded by God in the church is to worship an idol set up by man.

Here is another example of setting up a rule which was not commanded by God.
Saul caused the people to sin by setting up a commandment from himself and not from God.
I Samuel 14
24 And the men of Israel were distressed that day: for Saul had adjured the people, saying, Cursed be the man that eateth any food until evening, that I may be avenged on mine enemies. So none of the people tasted any food.
25 And all they of the land came to a wood; and there was honey upon the ground.
26 And when the people were come into the wood, behold, the honey dropped; but no man put his hand to his mouth: for the people feared the oath.
(But the men grew so hungry that later they ate the blood with the meat for they couldn't wait until the meat was properly cooked due to their hunger which was caused by the "commandment" set by Saul.)
32 And the people flew upon the spoil, and took sheep, and oxen, and calves, and slew them on the ground: and the people did eat them with the blood.
33 Then they told Saul, saying, Behold, the people sin against the Lord, in that they eat with the blood.

One commandment set up in Protestant church groups is the partaking of "The Lord's supper." But the supper they partake of is crackers and grape juice while the real supper of the Lord is the partaking of the Word of God. Therefore they set up an "idol" as they teach their people to eat cracker and drink grape juice during the church service.
I Corinthians 11
Paul says:
28 But let a man examine himself, and so let him eat of that bread, and drink of that cup.
This should cause us to question "what is the Lord's supper", for how can you examine yourselves by crackers and grape juice? You can't.
But you can examine yourself by the Word of God as you partake of the Holy Scriptures.
The Lord's supper is the eating and drinking of the scriptures, the Word of God.
There is no power at all in eating and drinking crackers and grape juice. It was set up for the church by men who followed their own understanding and had no spiritual understanding of parables of God.
And this became a great idol for churches everywhere.

Jesus says:
Matthew 7
22 Many will say to me in that day, Lord, Lord, have we not prophesied in thy name? and in thy name have cast out devils? and in thy name done many wonderful works?
23 And then will I profess unto them, I never knew you: depart from me, ye that work iniquity.
